Joy Booth and her husband Greg are active parents, residents, and business owners in McKinney. Joy also has extensive experience at the federal level and in the elementary and higher education policy arena.
Experienced Policy Analyst
For more than 20 years, Joy has been serving our nation through her work at the U.S. Government Accountability Office (GAO)—the nation’s watchdog. Currently an Assistant Director in the Homeland Security and Justice Team, she helps manage the Dallas regional office and oversees project teams that study how well criminal justice programs are working and recommends ways to improve them for the taxpayer and the nation. Previously at GAO, she managed studies in the Education, Workforce, and Income Security team, where she evaluated federal child welfare, K-12, and student loan programs.
Earlier in her career, Joy helped prepare the nation’s first report card on states’ performance in higher education, assisting in the development of data sources and performance indicators, such as how well a states prepared students for college-level education and training. She also wrote grants on behalf of colleges and universities for the Federal Department of Education funding to improve technology and academic programs. Further, she conducted in-class evaluations of elementary school teachers in Washington, D.C. to assess how well they incorporated new curriculum content and teaching styles in their classrooms.
Philanthropic Business Owner
Two years ago, Joy and Greg opened E.J. Wills Gastropub and McKinney Coffee Company in McKinney, and the Booths have helped raise more than $30,000 for local organizations through spirit nights and fundraisers at their establishments.
Engaged Community Leader
Joy is a 2020 graduate of the Leadership McKinney program, the Vice Chair of the Advisory Board for the McKinney Public Library System, a curator of her coffee shop’s Little Free Library, and the President of the Women’s Club at St. Gabriel Catholic Church. She also routinely cooks and delivers meals to the clergy at St. Gabriel, and volunteers as a teacher’s aide for the parish’s Sunday school program.
Educated and Involved Parent
Joy holds a Master of Public Policy degree from Georgetown University in Washington, D.C., with a concentration in education policy. She also holds a Bachelor of Arts degree in Political Science with honors from Northwestern University in Evanston, IL. Both her children are enrolled in a McKinney ISD elementary school and she and Greg enjoy volunteering to assist with their many extracurricular activities.
